The Telecom Regulatory Authority of India (TRAI), on August 5, 2026, released a Consultation Paper proposing amendments to the Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024. The draft First Amendment Regulations, 2026 have been issued to seek comments and counter-comments from stakeholders with the objective of further strengthening the Quality of Service (QoS) framework for access and broadband services.
TRAI noted that the existing QoS Regulations, notified on August 2, 2024 and effective from October 1, 2024, introduced a technology-agnostic framework with enhanced performance standards, reporting mechanisms, and consumer transparency measures. Based on implementation experience, stakeholder feedback, technological advancements, and rising consumer expectations for reliable digital connectivity, the Authority has identified the need to amend certain provisions of the Regulations to improve their effectiveness.
Stakeholders have been invited to submit written comments by August 26, 2026, and counter-comments by September 7, 2026, preferably through email. The consultation paper, along with the draft Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service (First Amendment) Regulations, 2026, has been placed on the TRAI website for public consultation.
